Unfortunately, not all Consumers know that the use of the words "teacup," "micro," "ultra-tiny," "tiny teacup," "tiny toy," "pocket-size," etc., is just a marketing tactic by breeders to entice the Consumer to purchase a very small dog for a very large amount of money. While there will be times you will be able to purchase a pup who will remain in the 2-3 lb. range, they are nonetheless, still a toy breed dog. In addition, contrary to what the breeder claims, the size of the dog cannot be guaranteed and, those who do offer a guarantee are counting on your being an out-of-state buyer, a person who falls in love with the dog and doesn't want to return it, or the breeder goes into hiding so as not to have to live up to their guarantee. A good hint of this type of breeder is one who stresses that they ship and give very little if any encouragement for the Consumer to visit their kennels to see the puppies' interaction in their natural environment: playing with their siblings and being nurtured by the momma dog.
